CANBERRA, Australia (AP) – The United States Geological Survey says an earthquake with a preliminary magnitude of 6 has struck the South Pacific off the coasts of Tonga, Samoa and American Samoa.

There have been no reports of damage and no tsunami was triggered. The quake struck Sunday afternoon and was centered at sea 237 kilometers southwest of Apia in Samoa and 405 kilometers north of Neiafu in Tonga. It was at a depth of 41 kilometers.

Residents of Apia and Neiafu told The Associated Press that they didn’t notice it.

A magnitude 8 earthquake close to Samoa on Sept. 29 killed 34 people in American Samoa, 183 in Samoa and nine in Tonga, when tsunami waves up to 46 feet (14 meters) high crashed ashore.

GREENE ? Joshua A. Ray, 20, of Sawyer Road, Greene died unexpectedly at his home on Thursday, June 24.

He was born in Lewiston, Oct. 7, 1989, the son of Tammy L. Ray. He attended schools in Greene and later attended Leavitt High School.

He was currently employed for ServPro Carpet Cleaning in Auburn.

Josh enjoyed fishing, camping, dirtbiking and snowmobiling, but most of all he loved spending time with his baby daughter, Hollylyn.

James Milner has been included in Aston Villa’s squad for the Guadiana Cup in Portugal this weekend after holding “amicable” talks with club manager Martin O’Neill.

The 24-year-old returned to pre-season training yesterday after being given a month’s holiday following England’s early exit from the World Cup. He was expected to sign for Manchester City on his return, freeing O’Neill to move for Celtic’s Aiden McGeady, but the latest statement from Villa appears to indicate that they are willing to test City’s determination to sign the winger.

BOSTON – The number of bankruptcy filings in Massachusetts surged by 25 percent in the first six months of the year, as many consumers struggled with job losses, changing credit card terms and foreclosures.

The Warren Group reported Thursday that through June 30, 11,847 filers statewide sought protection through Chapter 7, Chapter 11 or Chapter 13 of the federal bankruptcy code.

That figure, which includes businesses and individuals, represents a 25.2 percent increase from the same January-June period in 2009. The sharp rise could put the state on track to surpass the rush of bankruptcies in 2005, before strict limits took effect.

“It’s telling the story that people are absolutely at their wit’s end,” said Vincent Valvo, group publisher for the Boston-based Warren Group’s real estate and financial publications. “It also tells the story of how overextended folks got.”

The most common bankruptcy filing is Chapter 7, which can completely erase many kinds of loans. The number of Chapter 7 filings in the state rose to 9,142 in the first six months of 2010, up 17.6 percent from the same period in 2009.

But the use of Chapter 13 rose dramatically, with 2,586 Chapter 13 filings in the first half of the year, up 62 percent from the same time in 2009. Chapter 13 filings can be used to work out payment plans to prevent foreclosures.

Winchester lawyer Nina Parker said many of her clients come to her office after lenders fail to offer permanent loan modifications to keep borrowers in their homes.

“People are feeling defeated,” said Parker, co-chairwoman of the Boston Bar Association’s bankruptcy section. “They do everything they can to comply with the (loan modification) programs, but the lenders don’t follow through.”

Richard Gottlieb, a bankruptcy lawyer in Boston, said high unemployment – the state’s jobless rate has been at 9 percent or above since September – has made it tough for many people to make ends meet. Many dual-income households struggle when one of the wage- earners lose a job unexpectedly.

E caught him red-handed.

WA man a probation officer’s report deemed unfit to carry out community work because of his bad back.

Yet a man apparently quite capable of carrying lengths of metal around his front garden without any obvious problems or discomfort.

Perhaps he has recovered or perhaps he simply could not care less about being seen.

Either way, Wayne Cunningham seems to be capable of far more than he would have magistrates believe.

Cunningham has been deceiving Bristol City Council and, indirectly, the rest of us for more than two years.

He is called a benefit cheat but he is actually a thief.

He effectively stole Pounds 10,000 from taxpayers by claiming benefit and council tax relief while he had a job.

He told his solicitor he thought one government department would inform another about his change of circumstances.

That is at best naive and at worst deceitful.

His job involves him driving, loading and unloading vehicles.

So if he can do that, surely he can carry out unpaid community work.

When they sentence him, magistrates need to treat his claims in the interview with a probation officer with caution.

They need to order him to do a lengthy stint of unpaid community work.

It does not have to be heavy manual work but at least he will be forced to do something for the community he has defrauded.

Then magistrates need to make sure he pays back every penny of the money he has wrongfully claimed.

And at a rate that will make him appreciate it is part of his punishment.
